Even for seasoned developers and land owners it can be difficult to assess whether there are sufficient legal rights of way to set up a potential development site (with differing rules applying dependent on how and in what circumstances and when the right of way in question was created).
Beware the developer who buys a site and then finds that the rights are not sufficient!
